The flags of the Punjab assembly panel violate legislative privileges

The Special Privileges Committee of Punjab Vidhan Sabha presented its report for the 202-25 session on Monday, recommending a greater adherence to the legislative protocols and to the most rigorous responsibility for government officials who deal with elected representatives. The report, which has examined multiple complaints from the legislators, has highlighted recurring devals in administrative responses and proposals for reforms to prevent future violations.

The committee investigation revealed a coherent model of government officials who have not answered calls and questions of the MLAs, delaying official communication and, in some cases, using inappropriate language. According to the committee, these decapids undermine the authority of the legislature and hinder the supply of public services.

One of the most common issues mentioned in the report was the reluctance of some officials who committed themselves to the MLA regarding the issues of electoral development. In several cases, officials have ignored repeated calls and messages, forcing legislators to intensify the issue to the Committee. While some cases have been resolved with excuses, the Committee observed that this behavior reflects a poor administrative discipline and needs correction.

Identified multiple violations of privileges

Among the key cases examined, the Committee examined a complaint from the Aam Aadmi party of the Mehal Kalan Kulwant Singh Pandori against the engineer Junior Gagandeep Singh with rural development and by the Department of Panchayati Raj in Sangrur. The MLA said that, despite the repeated attempts to contact the official by phone and WhatsApp regarding the development work in his electoral college, no response has been received. The Committee found that the official had not actually maintained adequate communication, leading to a violation of the legislative protocol. However, since he later issued excuses and ensured better coordination in the future, the Committee recommended to abandon the question without punitive actions.

Another high -profile case involved Jagdeep Kamboj Goldy, Jagdeep Kamboj Goldy of AAP, who accused the agent Ias Amit Kumar, director of Panchayats, of providing misleading information regarding electoral issues and response in an inappropriate way. However, the Committee observed that the MLA did not participate in auditions regarding its complaint, leading to the case of storage of the case due to the lack of participation.

In a separate question, the vice -president Jai Krishan Singh Rouri reported a violation of the protocol when an unauthorized contractor was present during a meeting of the estimated committee at the Shimla circuit. The presence of a non -member in an official legislative meeting was considered inappropriate. However, since responsible officials have admitted their supervision and issued excuses, the Committee has chosen not to pursue further actions.

Action firm against indiscipline

While several cases have been closed after officials sought forgiveness, the Committee recommended more severe disciplinary measures in selected cases. Mla Kulwant Singh Pandori also filed a complaint against the assistant Senior Baljit Kaur with rural development and from the Department of Panchayati Raj in Sas Nagar. The MLA said that, despite the most calls, she refused to answer and, when she did it, she used inappropriate language. The Committee considered it a serious violation of the conduct and recommended to suspend it from the service, together to brand it from any future public research roles.

Likewise, a complaint against Naib Tehsildar Amarpreet Singh accused him of not answering official calls regarding issues related to the territory in his jurisdiction. The official later sought unconditional apologies, which the Committee accepted, leading to the release of the case.

The Committee recommends to strengthen governance

The Committee underlined the importance of ensuring that elected representatives are treated with due respect and cooperation. He recommended the government departments to re -emerge rigorous guidelines regarding the official conduct when it comes to MLA and guarantee their timely implementation. The Committee also stressed that these protocols are necessary to support the dignity of the legislative system and maintain fluid administrative uniforms.

He added that any future violations of legislative privileges should lead to an immediate administrative revision, with penalties including suspensions, demotions or removals from public research roles. The panel also advisable to set up a dedicated cell within the Assembly secretariat to keep track of non -compliance requests and to ensure that the concerns of the MLAs are addressed without unnecessary bureaucratic delays.

Chandigarh: The vice -president of Punjab Vidhan Sabha, Jai Krishan Singh Rouri, in his role as president of the estimated committee, presented a detailed report on the budget estimates of the forest protection and wildlife departments, entry and rehabilitation. By highlighting the vast process of revision of the Committee, Rouri stressed that the budget allocations must be used with efficiency and responsibility.

The report on the Revenue and Rehabilitation Department provides for rigorous monitoring of revenue officials, surprise inspections to curb delays in property transfers and an online territory registration system improved for public comfort.

For the Department of Forest and Wild Fauna Department, the Committee recommended the regularization of contractual employees, transparent transfer policies and large -scale reforestation using species of native trees such as Kikar, Tahli, Jang Karir, Jamun, Mango, Dek, Neem, Bohar and Pipal on government land, channels, channels and corridors.

Rouri also observed that this year 29 departments have been examined, with officials examined on allocations and financial services. “Every rapia assigned is the money earned hard of the people. It is our duty to ensure that public funds are used with judgment for maximum public well -being,” he said, reaffirming the commitment of the government of Punjab towards transparency and good governance.
